Internet time servers report "stratum" error

Since early March when I know it worked, I cannot sync my computer clocks any
more with either time.windows.com or time.nist.gov. This happens on both XP
and Vista clients. Time.nist simply reports an error, but time.windows
reports this error on all Windows clients:

"The peer's stratum is less than the host's stratum."

I've read about what this means but don't know how to fix it. Thanks!

Use another server. As an administrator simply type the name of the new
server into the window. See "The Network Time Protocol, time synchronization
and the desktop PC" section on the last part of this page. Ignore the parts
written for the PocketPC. There are links to other public time servers on
the page also. For example I use "time-b.timefreq.bldrdoc.gov" as my time
server of choice...
