Internet Time - RPC Failure

My XP Pro pc (all the latest updates) can not update time via Internet
time server. Error: "The RP server is unavailable". I have disabled
all firewalls and made sure RPC services are running. Any ideas?

If it's like my IP, time service stinks! When it works, (seldom) the time
server is a couple of zones west.
