internet security problems

after being on the internet for a few minutes I begin receiving lock out messages. I can not go to any sites that require cookies and all of my settings are greyed out when I try to reset my options. I can restart and work for awhile but it is irritating. I also get memory error messages when I try to shut down. What can I do to fix this problem? I did not get restore disks, I was told all could be fixed on the web center........ ???? how????

Have you protected yourself with the three basics -
firewall, Microsoft updates, anti-virus program?
