I do not have access to change my homepage when I start
up my internet explorer. When I go to tools then internet
options, A window tells me that access has been resticted
and I have to contact my system administrator!
Is somebody blocking me from a remote location?

Is this on your home, stand alone pc or is it on a network? You can set up
different users with XP, and some tasks are automatically reserved for the
Administrator. If it's your home PC and you have control of it, go to
Control Panel/User Accounts and see which account is defined as the
administrator. Logging in as the administrator will give you the ability to
do whatever you want to do, provided you're not on a network that somebody
else is controlling.

What address is the current home page set to? You likely have been infected
with some type of spyware.
