Internet options problem

Hi
just in the last day while adding an ICQ user i noticed my browser go
to h**p://web.icq.com/today/ ...after a 10 mins i had to click on my home
icon which is usually google & nothing changed!
so i guessed the homepage has changed to the above ICQ.com/today .
i then went to Tools-Internet options to change it but get
RESTRICTIONS
"this operation has been cancelled due to restrictions in effect on this
computer,please contact your system administrator"
i have gone to control panel -user acccounts ,
& i am the computer administrator ,its a home PC that I alone use
any help please

I have run spybot S&D ,nothing found

You have run Spybot, but have you scanned with a current (post-2002
version using updated definitions) antivirus? IRC is a good source of
virus infections.

have fixed it through regedit '''' hkey_current user
scroll down to you find
/software
click on it and looking for the following
/microsoft/internetexplorer/main then look for start page which should have
web.icq.com/today/ beside it , double click on it to bring up a little box
then replace web.icq.com/today/ with what ever page you want
