"Internet Options" is restricted

Recently IE6 won't allow me to access my "internet
options" from the "Tools" drop-down list. When I try to
access this, I get a message that says, "this operation
has been canceled due to restrictions in effect on your
computer. Pleese contact your system administrator."
I'm not sure what to do!!! When I try to access internet
options through the control panel, it's OK, but I cannot
change my home page. I think I was hit with spyware or
something, & I've tried cleaning that up with "Spybot,"
but I still have this problem. Does anyone know how I
can fix this it??? Should I just uninstall IE6 & then
reinstall it??? HELP???

Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"

not realizing that that was selected in spybot!!
