Internet LAN Cable Network Fail at Startup

The fact that pulling the RAID card got everything happy
may be a useful clue...I suspect a hardware conflict requiring
the OS to reconfigure one or the other to use different IRQ's,
etc. during startup.

This slows down things long enough to cause an init delay
on the NIC, and lack of a valid IP when things go start looking
for one.

If you can, uninstall the NIC and move it to a different PCI
slot-the purpose being to try to force it to use different system
resources.

It is most likely a timing problem that I don't know how to solve. I
did try switching the card around to no avail early on in the process.
The slots are limited as the disk cables just stretch so far.

Michael - you can buy longer IDE cables. Some motherboards don't like to
have the NIC and/or soundcard in specific slots which may be sharing
IRQ's. Refer to your motherboard manual to see if your board is one of
those. I would strip the board down to just the drives and the video
card - using your RAID setup. See if everything works. Then put the NIC
in one slot and test. If there are problems, move the NIC to another
slot, and so on. Then put back the soundcard, etc. Do one thing at a
time, testing after each change and making notes.
