Internet explorer loads and immediately needs to close.

My PC still runs Win98SE. Since I ran a Belkin router setup disk I can't use
IE6. It starts up and then I get the 'Internet Explorer has encountered a
problem and needs to close. We are sorry...' message. I have sent the error
report several times. Error signature is: AppName: iexplore.exe AppVer:
6.0.2800.1106 ModName: unknown
ModVer: 0.0.0.0 Offset: 00000000
The error report contents are huge so I don't propose to add them to this.
1) I tried repairing IE6 via Add/Remove Programs - no joy
2) I reinstalled win98 from the CD, IE reverted to V5.0 - no joy
3) I downloaded IE6setup and reinstalled it - no joy.
I don't get the opportunity to go into tools/options to adjust anything. On
the one occasion that I did get that far, I disabled 3rd party addons as
instructed.
I have scanned my PC for malware and for viruses and it is clean as far as I
can tell.
I took the precaution of installing two other browsers - cause if your
browser don't work you can't even ask for help!

What do I try now? Help. Help!
