Internet Explorer Information Bar

Is there any way to disable, uninstall, or reinstall the IE Information Bar?
It doesn't work properly.

All the spyware and the av are updated and run routinely.

or repair the information bar?

To repair all system files, go to Start/Run, and type: SFC /SCANNOW (must
have setup CD available)
