You normally can't. Starting with Windows 98, by design, Internet Explorer is an integral part of the operating system.
But there is an "unsupported" way to strip Internet Explorer out of the system, if you're really bent on its removal. This technique can be found at: http://www.litepc.com/ieradicator.html
