"Internet Explorer has restricted this file from showing active content"

I use Word (from Office XP) to create and edit the HTML
pages on our website. A recently added page has a funny
quirk in it that I can't figure out. When I open the page
with Internet Explorer from my hard disk I get this warning
message:

But if I access the page from the internet I get no such
warning. The strange thing is that, so far as I know, there
*is* no "active content" on the page. I certainly didn't add
any knowingly.

It's a minor annoyance really but I do wonder what is
causing this behavior. Any ideas?

I have the same problem and in my case "Allow content to run in Files
on my computer" is checked in the security settings but the active
content still get blocked. If I manually allow it everytime it is
blocked which I do not mind, then I get the following error:

'Windows has blocked the file "Ocget.dll" because it cannot verify the
publisher'.

Is there a way that I could tell IE/Windows to always allow this
particular file to run? I am using WinXP Pro Sp2.
