Internet Explorer failure

I am experiencing deepening difficulties. Meaning I keep struggling, things
keep getting worse.
Trying to resolve Online Protection cautions, I am unable to access Symantec
diagnostic help (or any other web page) in IE.
The green arrow to the left of the address bar has become a RED X (tool tip
says esc).
I have tried resetting to default. No help.

I assume you have windows XP...What version? Home...Pro? Do you have service
pack 2? What version of IE do you have? Open IE and click help then click
"About Internet Explorer" this should show the version. This is information
we need to help you.

I get this Explorer Window: Internet Explorer is currently running without add-ons
disabled
The Red X is still present.

The Symantec stuff may be controling your DNS. Disable all but the firewall,
and see if that stops.

To configure TCP/IP settings
Open Network Connections.
Click the connection you want to configure, and then, under Network Tasks,
click Change settings of this connection.
Do one of the following:
If the connection is a local area connection, on the General tab, under This
connection uses the following items, click Internet Protocol (TCP/IP), and
then click Properties.
If this is a dial-up, VPN, or incoming connection, click the Networking tab.
In This connection uses the following items, click Internet Protocol
(TCP/IP), and then click Properties.
Do one of the following:
If you want IP settings to be assigned automatically, click Obtain an IP
address automatically, and then click OK.

There is supposed to be a red X so you can exit a page that isn't loading
correctly. The only other button in that area is the green arrows or refresh
button unless you type or paste a in a URL, then you will see the green "go"
button. You probably will not be able to use the symantec website while
using IE with no add-ons because they use a browser add-on to scan your pc.
You can determine if its is add-ons that are causing IE to not work by using
the "no add-ons" version. When you use the no add-ons version for the first
time click on the "home" button or type in a URL. Some web pages may not
display correctly because you arn't using any add-ons but at least you will
know if you browser is working. If add-ons are the cause of the problem then
you will want to remove them from add/remove programs, reboot, retest. Some
add-ons like Adobe flash may require an unistaller utility. After your
browser is working correctly then you can reinstall your add-ons and visit
the symentec website.

The Symantec stuff is where my problems began. After days on the phone with
ltiers 1 and 2 ATT support, several uninstall-reinstalls, I thought I would
follow the link for support on the Symantec error message which displays
following scans. I followed the link with my Firefox browser to Symantec's
error scan site which demands IE. Until yesterday, I had been able to use IE
whenever I needed it.
I have managed to get everything turned to off in Nortons setting except
personal firewall=on, Auto Protect=Error, and Instant Messinger will not turn
off.

Internet Explorer still loads with a Red X on the Go button.
I', not sure what "and see if that stops." means, if I am to continue to try
to configure LAN. I can not find Network Tasks. When I doubleckick LAN, I
get Connection Status>Support tab>repair=message window, repair cannot be
completed, unable to clear DNS cache, contact manager.

I though I was and am running as the manager. Oh, boy. It gets thicker and
thicker.
I hope you guys can help me thru this. Sometimes it feels like I'm getting
farther and farther from the original problem.

What version of Norton do you have? What is the exact error message? When
does the error happen? What is being scanned for when the error happens?
What did you uninstall and reinstall?
