Internet Explorer cannont download

My Internet Explorer seems to be moving at a snails pace
since about 1 week ago. When I try to download something,
I receive an error message that "Internet Explorer cannot
download........" I even tried to download the Internet
Explorer 6 service pack update, thinking that might
correct the problem. I received the error
message "Internet Explorer cannot download ie6setup.exe
from download.microsoft.com "Internet Explorer was not
able to open this internet site. The requested site is
either unavailable or cannot be found. Please try again
later."
I finally went to my Netscape Browser and I was able to
download the file just fine. Unfortunately though,
Internet Explorer 6 Service pack update has not corrected
my problem.
Please let me know what might be causing this error, and
how I can restore my Internet Explorer Browser to what it
was before. I have preferred it over Netscape, but if it
doesn't get fixed soon, I will be using Netscape as my
default browser.
