sometimes when you exit programs,
the processes for them remain loaded
in memory.
until the computer has enough resources
like time to allocate, the processes are not
removed from memory quick enough.
so if you click on the program 2, 3 or more
times,
then the cpu is now busier than ever by
first trying to kill the process and then trying
to load it again 2, 3 or more times.

to resolve this open the task manager
and kill the ie explorer process.
then when you launch it again it will
load quicker.
------------------
as to why your cpu is too busy to handle
one little process?
perhaps you just have too many running.

also, there is a little freeware I like to use to
clear out memory of unused processes:
http://www.amsn.ro/
launch it, start the clean process, then
exit the program.
