Hi,
A third-party program which doesn't show up as an add-on might be causing
this problem.

You might try this test *very* briefly (no more than 15-20 seconds) because
you'll be running with security programs shutdown...
Startup in Safe Mode with Networking.
http://support.microsoft.com/default.aspx?scid=315222 If the problem goes
away, a program that didn't load in Safe Mode is causing it.
It is easier to hit F8 at exactly the right time if you hit it about once
per second as soon as the flashing cursor appears on the screen.

If IE7 works in Safe Mode, you'll have to start disabling third-party
programs (anything that interacts with IE) until you find the guilty party.

Or...
This may be a malware problem- adware, spyware, hijacker, trojan, etc.

with networking, and I still cant get conected. I have run all the software
for the scans and bugs. and everything is clear. This has only happened since
