Internet Explorer 7 in Windows Vista Home Premium

Click Start > type 'Internet Options' > open it > select Advanced (tab) >
under 'Reset Internet Explorer Settings' > click Reset.

My sisters computer is a Toshiba laptop with Vista on it. she has turned it
on about three times since she bought it a month ago and now Internet
Explorer doesn't work. when you try to open it (even with no addons) it
immediately comes up with a little window that says Internet Explorer has
stopped working. says it is searching for a solution to the problem but
doesn't find one. I went to the internet explorer website and couldn't
download an Internet explorer that can be installed in Vista. the website
simply tells you that Internet explorer came with your computer and is
already installed.
Mozilla Firefox is currently working fine on her computer but not IE7.

can anyone solve this problem?
