Internet Explorer 6.0

It seems my search and destroy spybot application has
locked me out from changing my home page in the tools
options of my Internet Explorer 6.0 Brouser. I get the
message ( this action has been cancelled, see system
administrator. )does anyone know where I go to change
this permission option ?
