I,m having a problem with my modem dialing automatically
after desktop initialization, it will dial repeatedly each
time after disconnecting. I have checked modem properties
and it is not set to dial automatically, there is no
shortcuts in the startup directory and no tasks scheduled
to run.

Internet Explorer > Tools > Internet Options > Connections > Never Dial A
Connection.
