Internet Connection Sharing between users

I have 2 users on my computer, however, only the
administrator is able to sign on to the internet using my
dial up connection. I can see the connection on the other
user account, but cannot select connect to sign on. I am
assuming that I do not have internet sharing enabled. I
have looked up how to allow this sharing to happen (by
going into internet connection properties in network
settings to put a heck in the box beside "allow other
network users to connect through this computers internet
connection"), however, I am not given that option. It sayd
that no where, and there is no where to put my check mark.
The firewall connection part is there, but not the other
part.
I am sure it is relatively simple and i am just missing it.
Any suggestions?

You don't need Internet Connection Sharing, which lets other computers
on a network access the Internet through your computer.

When logged in as Administrator:

1. Open the Network Connections folder.
2. Right click the dial-up connection.
3. Click Properties.
4. Click Options.
5. Put a check mark in the box "Prompt for name and password,
certificate, etc".
6. Click OK.
7. Double click the connection.
8. Put a check mark in the box "Save this user name and password for
the following users".
9. Click "Anyone who uses this computer".
10. Click Dial.

After that, all users will be able to sign on to the Internet. You
can go back to step 5 and un-check the box if desired.

Be sure to enable the firewall to protect your computer from Internet
hackers.

Thank you for the reply.
However, when I went in to do all the steps you said, I
discovered that these settings were already made. There
was a check mark in the box "Prompt for name and password,
certificate, etc" and a check mark in the box "Save this
user name and password for the following users". I tried
unchecking the boxes and starting from step one again. But
to no avail.
Any suggestions?
