Internet always trys to connect

Every time I right click the "Start" button or a desktop
icon Internet Explorer tries to connect but I don't have
an internet connection on that computer so I have to
chose to work off line.

How do I get this to stop?
What did I do to start it?

go to tool >>internet options>>connection
select never dial a connection
