Internet Access through Active Sync

I am trying to access to the internet from a device
connected through ActiveSync. Do I need RAS or Internet
Connection Sharing ? It seems the computer can connect to
the device but the device cannot connect to host computer,
it gets disconnected.

Is it totally dependent on the ActiveSync machine or do I
need a component on the device too.
