Internet access not recognized by IE 6 and all other windows apps

IE 6 and all applications requiring internet access do not
recognize that internet access is available. IE 6 prompts
to "Work offline" or "Try again". The "Try Again" option
works! This Error occurs on the Microsoft support web site
when selecting a result to view after a search in the KB.

Any application that attempts to connect to the internet
generates a message that "You are not connecte to the
Internet...." or This function requires an active Internet
connection.

What settings are responsible for making an internet
connection available to all Windows apps on the first
request including IE?
