Internet access control for Windows 2000 Terminal Server users

I'm looking for a tool to grant/block internet access and report internet
usage summaries and trends, individual employee online activity etc. for
Windows 2000 terminal server users.
There is only on IP for all users (Terminal Server's IP), so
blocking/filtering/reporting by IP cannot be used. I need a tool to control
web traffic for every single Windows 2000 Active Directory domain user.
