International characters

Hi,

I'm on WinXP.

It seems I have some kind of International Keyboard
layout configured on my computer. For example, when I
type quotation marks or an apostrophe etc, nothing
appears until I type the next key. If the next key is
an "e" for example, I get this: ë etc.

I have searched through the knowledge base, but the only
document I could find that mentioned this specifically
was referring to Microsoft Windows 3.1 (!). It refers to
the International Control Panel, which I do not have.

Does anybody know a way I can turn this off?

Hi Mark,

Go to Control Panel, Regional and Language Options and check the language
setting there.

couldn't see. It was really starting to annoy me, too.
