Can't enter apostrophe or quotation marks without two key presses

Since purchasing a new PC (running Windows XP Pro), I am
unable to enter an apostrophe or single quotation mark
without having to hit the quotation key (or shift-
quotation key for double quotation marks) twice. I then
get two characters, rather than one, so if I wanted an
apostrophe, I have to delete the additional character.

Any ideas on how to fix this?

The keyboard (MS Wireless multimedia keyboard 1.0A
functions without problem on my laptop (also running
Windows XP Pro).

Region and Language Settings
Languages tab
Details button
Check that you have the correct keyboard(s) and that the default is correct.

You're using the US-International keyboard layout, which is
provided to facilitate typing special characters like ä. This can
be turned off in Control Panel | Regional and Language Options |
Languages | Details | Settings.

Your Keyboard layout has got onto United States (International) which
has these 'dead key effects for accented letters . Try hitting ' then a
to confirm.

Go to Control Panel - Regional And Language Options. Take the Language
page and click Details.
There if you do not see a more normal keyboard layout under Keyboard
for English in the lower pane, click on Add and search for an
appropriate one in the lower drop down, . Click OK. Then in the parent
page, select this combination in the Default Input language in the top
drop down, Apply, OK and Apply any time it is available on the way as
you OK out. Then close and restart to bring it into use.
