Internal error 411

i have this error message
Intenal error 411
Could not create capabilities manager
Restart the computer, if problem exist , please reinstall.

i just install the patch for the virus sasser then the
error came out after i reboot. and the system image
utilization is 88 to 100 %.

If you mean to say that your System process is using 88-100%, then try
this....
KB article 841382: "Your Windows 2000-based computer stops responding, you
cannot log on to Windows, or your CPU usage for the System process
approaches 100 percent "
