Internal Error 411 Capabilities manager on XP Pro

I am having a problem with the following error
Internal Error 411 cannot create Capabilities manager
what is it and how do i fix it
 
I started to have this same error yesterday night. Moreover, i am
getting messages saying that i am very low on virtual memory.
Anybody knows what is happenning?
