InstallShield Setup Wizard won't start!

This started happening on many programs that I want to
install, not just one. I double click on setup.exe, but
nothing really happens. I see the hour-glass figure for
a few seconds then it disappears. However, i see
setup.exe running as a process under Task Manager (one
entry for each time I try to run setup)

I've already done the following:
1. updated all installshield kernels
2. checked that the "workstation" service is started
3. checked that the RPC Locator service is started

Rebooted a million times. I must be missing some windows
files or something.

Still can't install most programs I download! Please help!
