installing tweakui

I downloaded 1.33 unzipped click the tweakui control panel
extension. Wessage popup can only run from control panel
would you like to install now. Click yes nothing happens.
No icon in the control panel?? have installed many times
this way on 98SE?

Extract the package, right-click the INF file, and choose "Install."
