It's a cheap low-grade install program (because it was probably free to
the program author). Extract the files wherever you want. Put them in
a temp directory. Most likely the extracted files include a setup
program that you then run to do the install and then you delete the
extracted files (and just keep the archive file you started with). Some
programs are so simplistic in their operation that they don't need any
registry entries to run, so you install the program itself right into
whatever folder you choose to create (and then have to define your own
shortcuts to the executables for that program).
Since you choose not to divulge which program you are trying to extract
and perhaps install, all answers will be as unspecific as your post.
Maybe the software has a readme file to tell you what to do. Maybe the
instructions on on the site from which you downloaded the
self-extracting file.
