Installing Non-Windows Programs for All Users

I am trying to install non-Windows programs so they can be used by all
users. When I install non-Windows programs they only work for
Administrators. The programs appear on the start menu for all users but an
"access denied" window appears when anyone other than an administrator tries
to open them, including power users.
With the help of Curt Simmons "Windows XP Secrets" I found a work around
by using the Run As command but this requires an Administrator's password
for each start. Further, when closing the programs started with Run As the
computer will sometimes hang so completely with a blank screen that neither
mouse, keyboard, or even power switch responds: the power supply must be
turned off.
To my experience programs/applications will not drag and drop into the
shared files folder. The Properties window Sharing tab appears to only
refer to files and folders, not entire programs/applications. Three
programs I have been working with are drivers for a WinTV multimedia video
card (Mar 2003 for XP), a common game: SimCity3000unlimited, and Corel
Wordperfect. They all have the same symptoms as described above.
I have seen references to making these programs available to all users
during installation but no information on how to do so. I also have some
concern whether installing such programs for All Users will allow a security
breach through them when I am on the internet as a User.
