Installing Macromedia Shockwave and running as not admin user

Hey,

I am trying to install the shockwave using runas command with
administratitative privillages. After I install it sucessfully I
logoff and logon back the user that does not belong to the domain
admin group. He canot use the the shockwave. Only users with admin
rights can use shockwave. Is there any way to let regular users use
the shockwave player.
For installation I used the Shock_wave_installer_Full.exe downloaded
from shockwave page.

I would log in locally as Administrator, and reinstall Shockwave. Then
all users should be able to use it.
