Software Installation Permissions

I have a small domain set up with Win2k Server and XP
clients. I have some users (who I do not want to give
Admin rights to) that need to download some software from
sites (like Real Player or Shockwave) but they are
prevented to do this with the permissions they now have.
What Group Policy object can I give these users to give
them permissions to download programs. No, i do not want
to assign or publish these. I just want them to have
permissons to download or install software on their
desktops. Also, can anyone tell me how to do this for
workgroups. Thank you.

You put the users in the "Local Admin" group and the "Domain Users" group -
this way they have Admin privileges on their Desktop/Laptop, but only User
privileges on the Domain.
