Installing IMEs for Vista Home Premium

I have a U.S. version of the Vista Home Premium edition, and I'm trying to
input Japanese and Chinese characters. Is this possible, and how would I
accomplish that?
 
You MAY be out of luck -- unless you upgrade to Vista Ultimate.
