Installing hardware in Safe Mode

I had a spyware problem that subsequently ran through my allowed number of
"activations" on my Windows XP Home OS. I need to reinstall Windows XP to
"reset" the counter, but my CD-ROM is fried. I can still boot to safe mode
without internet connection and was wondering if I would be able to install a
new internal CD-ROM in safe mode, then use that new CD-ROM to reinstall
Windows XP.

Not sure I understand what you are saying here. There is no maximum
allowed number of activations. If activation won't go through on the
internet, then call the phone number provided to activate by phone. If
it won't activate now by internet then reinstalling won't "reset" any
counter - the only thing that helps there is time.

I've tried calling the number... when I call it tells me that the
installation ID number generated is not recognized. The tech on the phone
told me that if I reinstalled Windows XP and used the original id with the
certificate that should work.

Just put a new drive in and it will work.
