Installing application issue

I have two applications that I am having an issue with during their
installation.

Only the user that they are installed under has access to use the
application.

If I try to install them under a user that does not have administrator
privileges, and use the 'Run as Administrator' method then this user does not
get access only the administrator-level user that was referenced.

The software installs without a hitch; that is, it does not report any error
or warnings. The icon does not appear on the desktop or under 'Start/All
programs' for the non-administrator user.

I have tried copying the icon after installing the application under an
administrator profile to the 'All Users/Start Menu' folder and then go to
another user and click on the copied icon but I always get some error stating
that the program could not run.

I work around it now by upgrading each user to administrator, install the
software in the each profile individually and then reverse the user's profile
to a non-administrator status.

If anyone can assist in coming up with a shorter method since I will have to
install into everyone's profile who is sharing the machine.

don't you get an option when you install the application like 'make available
to all users'
can you install it in a shared folder?

No, I do not get any option like 'make available to all users'.

It is currently installed in a shared folder.
