I have installed XP Pro Upgrade CD into my Laptop but it later crashed and so
I have to buy a new PC. I installed the same XP Pro Upgrade CD into this new
PC but Microsoft rejected my registration for the reason that it has been
previously registered. It makes no sense to me why I can't use the same CD
into a new PC if my old PC crashed. Can you help me get around this. Thank
you.

You'll need to "activate by phone" to obtain a
new activation code....takes about 5 minutes.

How to activate Windows XP

You presumably mean "activation," not "registration." Registration is
optional; activation is mandatory.

You *can* use the same CD and there's nothing to get around. If activation
over the internet failed, you should have been given an 800 number to call
and complete activation. Just do. It's normally quick and easy.
