Installer Problem

Whenever i go to install a program, the installer starts
up, but after a few mins it comes back and says...

The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance.

I know i'm not in safe mode and it does this for
installing and uninstalling. I'm running win xp pro sp 1.
I need some advice. I really don't want to reformat again.

....and don't forget to disable your a/v software b4 installing drivers and
software - from trusted sources only of course.
