Installer not working

When I tried to download something from Microsoft I got a couple of error
messages . 1. Installer cannot be accessed due to either running in safe
mode(which I am not) or program error. 2. This version is no longer bieng
supported. Upgrade current versoin and check system clock to see if corrct
(which it is). What do I do to correct this? Thank you
 
"This version is no longer being supported."

That often means the version is old or has been withdrawn and should not be
installed.
