Installed Outlook 2003, now OE as default newsreader is a mess

(I also tried posting this in
microsoft.public.windows.inetexplorer.ie6_outlookexpress, but several folks
there suggested that this was a better group.)

On my XP Pro/IE 6 SP?/OE 6+SP1 system, I upgraded Outlook XP to Outlook
2003. Now the default newsreader behavior as viewed from various places is
pretty bizarre.

OE started with /outnews flag reported that it was no longer the default
newsreader.

Outlook 2003 help describes adding News command button to Go menu but there
is no such command button. This is probably a sign that Outlook and OE
Newsreader have a divorce in process. Maybe this is just a trial separation
and the help guys haven't heard the news yet.

There is no newsreader section in Set Program Access and Defaults. (I looked
at my laptop to discover that maybe there never was. If I didn't know
better, I'd think that Microsoft doesn't care much about the newsreader.)

There is no Outlook choice in Internet Options|Programs|Newsgroups. So I set
Outlook Express.

If I start it '"C:\Program Files\Outlook Express\msimn.exe" /newsonly',
Options|General|Default Messaging Programs it reports this application is
not the default News handler. So I make it the default.

If I start it '"C:\Program Files\Outlook Express\msimn.exe" /newsonly'
again, Options|General|Default Messaging Programs it again reports this
application is not the default News handler. Set it to be the default. Say
OK. Check the setting again. Again, this is not the default News handler.

If I go into Internet Options at this point, the Programs|Newsgroups setting
is blank. If I try IE Tools|Mail and News|Read News, nothing happens. If I
click on a URL, nothing happens, either.

If I give up and set the Internet Options|Programs|Newsgroups to Outlook
Express, the IE Tools|Mail and News|Read News and URLs work fine.
(Well, almost fine. Starting the newsreader from IE Mail and News|Read News
brings it up with the default account newsgroup subscribe screen. What's
wrong with the /newsonly screen?) But now OE wants to show an Inbox and
offer to become the default mail handler.

How can I get OE newsreader to be the newsreader for IE, respond to URLs, start in the /newsonly screen from IE and from my QuickLaunch, think
it's the default News handler, not want to show an Inbox, and not be willing
to offer to become my default mail program???

Control Panel > Internet Options > Programs
Set the default news reader to OE.
When OE prompts you to make it the default newsreader, answer no and tell it
to stop asking.
