Installed new hard drive and lost cd and dvd drives

I cloned my hard drive with Acronis True Image 11. After I rebooted I no
longer have my cd or dvd drive listed in my bios or device manager.
I have connected other working devices to my secondary IDE port and they are
not recognized with new cables.
Device manager manager shows secondary Ide working fine.
I also had a floppy drive show up under my computer but I don't have one.

I assume you cloned your older hard drive to a newer/larger drive. If you
still have the original hard drive then temporarily disconnect the new drive
and reattach the old drive, are your CD/dvd drives now recognized?

The old drive was 80GB, the new 320GB.
I tried reconnecting the old hard drive with a new cable and the cd and dvd
drives were not there.
Everything worked fine before.
I connected the old hard drive with an external usb housing and it works fine.
If I can get my cd rom to work I'm going to do a clean install.

If the drives are not listed in your BIOS then I don't think a 'Clean
Install' will solve your issue.
Also although you used a new cable for the hard drive what about the cable
for the CD and DVD drives?
Did you check to see if it's partially dislodged, try removing and
reinserting the CD cable to the motherboard and each of the two optical
drives (CD and DVD), making sure it's fully inserted at both ends.

If still no joy, then change the cable for the CD/DVD drives.

However if you want to try do it with the new drive as that old drive with
Windows just may come in handy if all else fails to solve your problem.

As we are talking of new cables, I suppose you are aware that there are ordinary
cables and there are the newer ones which are for 'cable select' - now if the
disk and the DVD/CD drives are not set to cable select, you are not likely to
get a good result. Take out the non working disk and look at the label. It will
instruct you how to set it for cable select and your trouble will be gone
