just formatted both hard drives
do I have to install windows ME(it came with this Dell),
Then install XP upgrade?
Or can I go right to XP install? and skip Me install

As long as you have a Microsoft Windows ME installation CD,
you can perform a "clean install" without installing Windows ME
first.
