If the PC dies OR is put out of service, the actual license states clearly
that it can be installed on another computer as long as one has the original
computer cleared.

That's true of a retail license, yes. But that isn't what you
initially asked.

You need to purchase a separate WinXP license for
each computer on which you install it.

You "need" to not spit on the sidewalk, too.
