Install/Remove New Programs Won't Open

Never seen this before. I went to remove a program and
clicked on the Add/Remove Programs icon in the control
panel, and nothing happens. Out of curiousity, I clicked
on the Add/Remove Hardware icon and that did open. I
restarted my computer and that didn't work. I them went
through microsoft help and did find a fix, tried it twice
but it didn't work either. Anyone every seen this???
