Install error

I'm attempting to install Windows XP Pro on a newly formatted, 200G drive.
When Windows begins to copy files in the initial stages, it fails on file
shell32.dll with an error message that it cannot copy it. I attempted to run
the install from two different CD drives, and it actually succeeded on one
attempt. When it stopped on that file, I pressed Enter to continue and
everything seemed to work fine. Then after I attempted to update the system
after logging into Windows by running Windows Update, the system was stuck in
a continuous loop unable to load Windows, so I reformatted and started over.
This time, no matter what, it could not get past shell32.dll. I've installed
using this disk before, so I'm doubtful that the CD itself is damaged or bad.
I have also installed on this same HD from the same CD-ROM drives before
without a problem. Now suddenly it fails on the same file every time. Does
anybody have any suggestions on where I should turn for a solution?
