inserting files in outlook

When I insert files, I wanted to have attachement right below subject line,
however the files are attached in the e-mail body. How can I have the
attachement right below subject line??

Composing your message in Plain Text or HTML format places attachments in
their own field below the subject. Composing in Rich Text places them in
the body.

Note that if you use Rich Text format and send email to non-Outlook users,
they may not be able to decipher the email or even receive the attachments.
Rich Text format is specific to Microsoft Outlook.
