Outlook no longer attaches a file but inserts it into the email

When clicking the paperclip to attach a file, Outlook all of the sudden has
begun to insert the file or photo into the body of the email instead of
treating it as an attachment just below the subject line. How do I get
Outlook to treat the file or photo as an attachment that appears above the
text of the email not in it?

Change your message format to plain text or html. (When message format is
Rich Text, attachments will be displayed in the body.)
