Insert/picture/ "new photo gallery" is greyed-out

Another newbie question:

I am following the manual instructions for creating a photo gallery (FP
2003).

Insert/picture/new photo gallery. But the menu item "new photo gallery" is
greyed-out, non-clickable.

Thanks for any ideas.

Make sure the whole site is open before you try to build a photogallery.
