Information Bar

Because of emails that are "frauds" of TD banking, they are giving people
an opportunity to download "Norton Confidence Online". I have tried several
times & it tells me to click the Information Bar; Click "install ActiveX
Control". Nothing happens. I don't have the Information Bar & have no idea
how to get it back. I am wondering if there is something under Security that
needs "tweaking"?

Any help is appreciated
