Information Bar

I'm getting a message when opening an html page on my computer (for an HP
photo app): "Internet Explorer has restricted this file from showing active
content..."

I've tried changing settings according to the Help on the Information Bar
(Internet Explorer Security Settings), but nothing seems to stop the
blocking of the active content, and the appearance of the Information Bar.

My HP application calls this html file from within the application and
produces a fatal error, so I don't have the opportunity of just clicking the
Information Bar and 'allowing' the content. It's only when I go through
Windows Explorer and specifically run the html file that I have that option.

Anyone know how I can turn off this message so I can run my programme again?
